Alberta rules and enforcement lists retailer fines for selling to minors, failing to check ID for people who appear under 25, display violations, advertising, and prohibited-location sales. Those are measurable compliance categories.
What small stores can provide
The committee should ask for this type of evidence before treating small retailers as the policy problem.
Separate the legal counter from illegal supply
AGLC defines contraband tobacco as product that fails rules on importation, marking, manufacturing, stamping, or duties and taxes on its contraband information page. That is a different channel than a licensed retailer with inspection exposure.
